I know that HIV can be spread through using unclean or unsterilized needles. There have been reports in the news of people repackaging and selling used needles. How can one avoid being subject to these repackaged unclean needles?

Yes, people do indeed buy and sell repackaged needles that have not been properly sterilized. In order to avoid using these needles or having them used on you, always buy sealed needles marked as “sterilized” from reputable vendors. Aside from taking these precautions, it is difficult to know for sure whether or not a needle is clean. If you suspect that you are being exposed to an unsterilized needle, ask your healthcare provider to sterilize the needle before use. If, after taking these precautions you are still concerned that you have been exposed to HIV, be sure to get tested by a medical professional.
